Goals
and Objective
The
goals and objective for Cambodia’s civil aviation sector is to
provide safe, secure, efficient and quality and cost-effective services
air transportation services for the nation, internationally and domestically,
at international standards of performance, and to maximize the sector’s
vital contribution to Cambodia’s economic and social growth and
development and international, regional, sub-regional cooperation.
Basic
and Policy Principles:
1.Safety
and Security
The
first and fundamental principle of the civil aviation sector of Cambodia
shall be to deliver air transportation services that are safe and secure.
Policymakers, service providers and regulators shall constantly strive
to guarantee the Cambodia traveling public, foreign visitors and shippers
levels of safety and security in air transportation that are consistent
with minimum international standards.
2.International
Civil Aviation Organization Commitment
The
Government of Cambodia shall ensure that the organization, operation,
management and development of the nation’s civil aviation sector
institutions, infrastructure and services conform to all of Cambodia’s
obligations to the International Civil Aviation Organization (ICAO),
namely ICAO Standards and Recommended Practice.
3.Access
to air transport.
International
air transport provides vital, links to economic markets of highest economic
importance to Cambodia (e.g., global tourism). Development of expanded,
efficient and high-quality air transport services for passengers and
cargo shall therefore be Cambodia’s highest international transportation
policy priority. Domestically, air is but one of several competing transport
modes, and involves like for road and rail networks heavy investment
costs in a capital scarce economy. The domestic policy priority shall
therefore be to achieve balanced air and ground transport development.
This shall concentrate access to air transport on the populations that
need it most (“social access and mobility”), because of
the distance constraints and special requirements (e.g., emergency,
health and education service needs) that these populations face. The
policy shall also improve selected domestic air services aimed at growth
of tourism.....
