trade, tourism, national and regional incomes, enhance social networks
and bring about other national and regional benefits.
This
report aims to demonstrate achievement in the aviation sector and illustrate
how aviation can assist directly and indirectly in regional economic
development and poverty reduction, especially due to the link between
aviation and tourism – business and leisure transport as a catalyst
for change in Cambodia.
Civil
Aviation in the ealy years
The
history of civil aviation development in Cambodia over the past fifty
years may be summarized by the critical events listed below:

The
decision was made to use French Civil Aviation Code in Cambodia
temporarily. |
| 1955 |
Civil
Aviation Bureau (CAB) was created under Ministry of Public Works
and Telecommunication on 24 January (KRET No.62). |
| 1956 |
Cambodia
signed the International Convention on Civil Aviation (Chicago Convention)
and formally becomes a member of the international civil aviation
community (16 Jan 1956). |

The
national airline, Royal Air Cambodge (RAC), was created in partnership
with Air France. The Cambodian Government held 60 % of the share
and Air France 40%. |
| 1963 |
Airport
Command (Administration) and Airport Operation and Management were
formed under DCA on 13 March. |
| 1975-1979 |
Civil
aviation operations were interrupted during the Pol Pot regime. |
| 1981-1990 |
DCA
resumed operations under the Ministry of Defense. |
| 1982 |
Kampuchea
Airlines (KAL) was formed. |
| 1990-1992 |
DCA
operated under the name of the General Direction of Civil Aviation
(GDCA). |

Royal
Air Cambodge (RAC) was re-established out of a "reformation"
of KAL on 2 January. |

Control
for DGCA was passed from the Ministry of Defense to the Council
of Ministers. |

1993
DGCA changed its name to the Civil Aviation Authority of the Kingdom
of Cambodia (CAAKC). |

1994
The Government upgraded Phnom Penh Airport. |
| 1995 |

Air Cambodge (RAC) was re-established out of a "reformation"

Phnom
Penh Airport is improved and upgraded by private airport developer
(SCA) under a long-term BOT concession (1995-2040). |

CAAKC
again changed its name to the present title of the State Secretariat
of Civil Aviation (SSCA) by The Royal Decree SH RDC 0196, on the
formation of State Secretariat of Civil aviation (SSCA) dated 24
Jan 1996. |

1999
The Government announced its "Open Sky Policy". |
| 2000-2002 |
2000-2002
Siem Reap Airport was improved and upgraded under ADB financing
and opened as international gateway. The airport was then transferred
to SCA under the terms and conditions of the existing concession
in 2002 for operations, further and upgrading and development. |

National
flag Carrier Royal Air Cambodge (RAC) operation was suspended

| 2004 |
An
Area of Responsibility (AOR) was transferred and integrated from
Bangkok AOR to Phnom Penh FIR and SSCA resumed responsibility over
this airspace on 8 July. Operation and upgrading of the airspace
management was granted to Cambodian Air Traffic Services under a
concession. |
