A
return to political and social stability in Cambodia has had its impact
in the development of tourism and a corresponding expansion of air
transport services. The upgrading of the international airports at
Phnom Penh and Siem Reap, along with the establishment of direct international
services into Siem Reap, has boosted tourism in the sense that international
passenger traffic increased an average of 27.7% yearly between 2004
and 2007, to over 2.9 million passengers. International air cargo
traffic increased by over 15% yearly during the same period of time

Domestic
air transport has not fared as well; although a small increase in
passenger traffic, including tourism, has been experienced reflecting
possibly the under-developed state of the support infrastructure for
tourism outside Phnom Penh and Siem Reap. In total, just around 187,000
domestic air passengers were carried in 2007 on the domestic air service
through the domestic airports and through the domestic terminal of
the international airports, with most of these being related to the
unique tourism attraction of Angkor Wat and ecotourism at the north-east
area. Improvements of the road network and quality of the domestic
airlines have been the main reasons for that.
Eighteen
(18) foreign air carriers now serve the two international airports
for about 329 flights per week, which is an increase of over 78% as
compared to 2004. To encourage further development of international
air links, Cambodia has gradually liberalized the entry of foreign
carriers into the Cambodian air transport market.
In
the future, both international and domestic air services are expected
to show an increased level of activity and patronage, while development
of the infrastructure of the Greater Mekong Sub-Region is anticipated
to bear fruit in the form of new regional and sub-regional air service
liberalization between Cambodia, Laos, Thailand, Myanmar and Vietnam.
This is anticipated to enhance tourism access and improve passenger
volumes at the regional airports of north-eastern and eastern Cambodia.
Demand
is forecast to rise

four main factors underlying the forecast rise in demand are:

• trade and freight transport;
• aviation's direct contribution to economic development; and
• people's aspiration to travel
