About SSCA
ACTIONS TO BE TAKEN IN 2008-2010 INCLUDE
  • Preparation of empowering rules and regulations for technical, operational and economic, environment standards based on enacted Civil Aviation Code (Law),
  • Upgrading designated airports and related infrastructure, including implementation of a new Communication Navigation Surveillance / Air Traffic Management (CNS/AMT) through Public and/or Public Private Participation (PPP)/ Private Participation in Infrastructure (PPI) where appropriate,
  • Provision of long term international advisors to Civil Aviation (SSCA) through bilateral and multilateral international cooperation,
  • Updating the Civil Aviation Development Framework to incorporate the latest developments in civil aviation with particular emphasis on:
  •   Continuing Institutional and policy Development
       Air Transport and Infrastructure Development
       Flight Safety and Security Oversight capability development,including provision of    Integrated Safety Management System (SMS)
       Human Resource Development to meet Civil Aviation’s multifaceted needs
       Provision of ICT, Civil Aviation Management Information and statistics system
      Strategic Plan, Business Plan and Economic and Financial analysis for priority project   investment
  • Capacity building and human resource development, to cater to the specialized technical requirements of civil aviation through:
  •    Long-term appointment of an International Civil Aviation Adviser for SSCA
       On the job training by technical advisers
       Establishing an in-house professional training center and staffing it appropriately
       Providing overseas fellowship training to junior and senior officials
       Education/training of young entrants in local schools/institute
  • Transformation of SSCA from a single centrally-controlled integrated Government function into devaluated/diversified and de-concentrated civil aviation entities as follows:
  • Regulatory and Safety Entity responsible for setting, monitoring, inspecting and enforcing safety, security and economy standards throughout the civil viation Sector (airlines, airports and air navigation services provider).
    Airport Administration Body uniting Public and Private Developers responsible and oversight for airport operations and infrastructure development throughout Cambodia on a commercial basis.
  • To tackle aviation's environmental impact in a proactive, timely and cost-effective manner requires the full cooperation international bodies, government and industries stakeholders.
    Consolidating long-term environmental targets for aviation, based on reliable and verifiable data, is urgent priority,
    To develop and introduce reliable and verifiable indicators for evaluation and monitoring the civil aviation sector performance.
    To develop information technology, meteorological information and statistical data system and surveys.
